The Consultant will work closely with the Operations Director and existing staff to strengthen HAC's HR systems, policies, and day-to-day people-management processes, while building the capacity of existing staff to sustain these improvements after the assignment ends. The consultancy is based in Kampala, with the possibility of occasional travel to field locations where HAC operates. Background on HAC The mission of Health Access Connect is to link remote communities to healthcare. HAC currently pursues this mission through three programs: Medicycles: We help remote communities to bring Ugandan government health workers to set up one-day integrated mobile outreach clinics every 1-2 months. In those outreach clinics health workers give HIV testing, anti-retroviral treatment, immunizations, perinatal services, family planning, and many other services available in rural health centres. Treat & Teach: We improve access to family planning in the communities of Masaka and Kalangala districts by a) providing low density high frequency certificate training to health workers, b) setting up outreach clinics in remote communities, c) generating demand by collaborating with community health workers (VHTs), and d) reducing commodity stock outs by providing buffer stocks and improving commodity tracking at partner health facilities. Key Duties &

Responsibilities

The HR Consultant will provide HAC with practical, hands-on HR support and technical expertise, working across recruitment, records management, policy development, payroll support, performance management, employee relations, and staff capacity building. The Consultant will also deliver specific consultancy outputs to strengthen HAC's HR systems for the long term. Recruitment & Onboarding Handle the recruitment process (posting job adverts internally and externally, conducting interviews, carrying out reference checks, and onboarding new candidates) Review and harmonize job descriptions and organograms across departments to ensure consistency and clarity of roles Refine standardized recruitment tools (interview guides, scoring sheets, offer letter templates) Employee Records & Documentation Gather and maintain employee personal records both in hard and soft copies and ensure the records are up to date Draft staff, consultant, and volunteer contracts and support them in understanding the details therein Conduct an audit of existing personnel files and contracts for completeness and legal compliance HR Policies, Compliance & Systems Spearhead the review, development, and implementation of HR initiatives and policies Conduct a comprehensive HR policy and systems audit against the Uganda Employment Act (2006), NSSF regulations, and NGO Bureau
