Role Description
The International NRW Strategy and Performance-Based Contract Adviser is a contract role based on-site in Kampala. This position is responsible for advising on and developing non-revenue water (NRW) strategies, performance-based contracting frameworks, and implementation plans for utility clients and infrastructure partners. Day-to-day activities include assessing current NRW levels and operational practices, analyzing data related to water losses and system performance, and recommending technical, operational, and contractual measures to reduce NRW. The Adviser will collaborate with utility leadership, engineering teams, and commercial stakeholders to design performance indicators, incentive structures, and monitoring mechanisms for NRW-related contracts. The role also involves preparing reports and presentations, supporting capacity-building activities, and coordinating with AGX project managers to align NRW strategies with broader connected infrastructure initiatives.
Qualifications
Strong expertise in non-revenue water (NRW) management, including water loss analysis, leakage detection strategies, and utility operations optimization.
Experience
- designing and managing performance-based contracts, including defining KPIs, incentive mechanisms, risk allocation, and compliance monitoring.
- Proficiency in data analysis and reporting for utility performance, using tools such as spreadsheets, analytics platforms, or specialized NRW software.
- Demonstrated ability to work with cross-functional teams, engage with utility stakeholders, and provide clear technical and commercial advice.
- Solid understanding of water utility infrastructure, metering, network management, and related regulatory and policy environments.
- Excellent written and verbal communication skills in English, with the ability to prepare concise reports, proposals, and presentations.
- Relevant academic background in engineering, water resources, environmental management, economics, or a related field.
