The Need
For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people globally from violence by 2030, we are seeking to recruit a
Program Measurement Specialist based in Kampala.
Job
Demonstrated expertise in designing and implementing MERL frameworks that support strategic decision-making, program evaluation, and continuous improvement.
Advanced analytical and critical thinking skills with the ability to interpret complex data sets, synthesize findings, and communicate actionable insights to diverse audiences.
Proficiency in qualitative and quantitative research methodologies, including the development of tools, ethical data collection, and use of statistical analysis software (e.g., SPSS, R, Stata, Power BI).
Strong stakeholder engagement and advisory capabilities, with a proven ability to guide internal teams, partners, and external consultants in MERL processes and capacity building.
Effective communication and organizational skills, including the ability to oversee reporting systems, sustain learning cultures, and organize collaborative learning and evaluation activities.
Summary
Guides the design, implementation, and oversight of robust monitoring, evaluation, research, and learning systems that inform strategic decision-making and program effectiveness. This role evaluates program impact, advises on data-driven improvements, and sustains a culture of learning and accountability across diverse stakeholders. The MERL Specialist anticipates emerging trends and ensures that evidence-based practices are integrated into justice system strengthening initiatives.
Key
Responsibilities
- Evaluate program performance against strategic frameworks to determine effectiveness and inform adaptive management.
- Guide internal teams and partners in the development and use of standardized MERL tools, indicators, and methodologies.
- Conduct research and data analysis to identify trends, generate insights, and recommend improvements for program delivery.
- Oversee the implementation of MERL plans, ensuring data quality, compliance with policies, and timely reporting to stakeholders.
- Advise leadership and partners on evidence-based strategies and organize learning sessions to promote continuous improvement and knowledge sharing.
Education

Experience
- Holder of a master’s degree in Monitoring and Evaluation, Program planning and management, social sciences, development studies or related fields
- Project management Training and Certification is highly desirable.
- At least 8 years’
- in program management and/or coordination.
- in Program reporting is a plus.
- of establishing strong working relationships with colleagues within and from different organizations and cultures
- in reporting, documentation, and publication in relation to the NGO/Humanitarian sector is desirable.
- working with large donors, like the UN, USAID, PEPFAR, EU and other Foundations is essential.
- Familiarity with principles and current approaches to MERL in development programs using both quantitative and qualitative methods.
- Familiarity with the working of justice service providers within the formal and informal justice systems.
