Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in the country. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

Job

Summary

  • This position exists develop and implement aerodrome development plans and ensure that projects are carried out as per approved plans and standards.
  • Key Duties and

Responsibilities

  • Business Planning and budgeting process.
  • Prepare inputs and make contributions to departmental business plans, budgets and reviews.
  • Engage in the development, implementation and review of engineering project work-plans.
  • Project Development
  • Interpret organizational goals and objectives into project plans.
  • Develop justification and baselines for projects.
  • Ensure that Project Development follow standards and comply with the industry norms.
  • Coordinate Stakeholder engagement and development.
  • Project Management Process
  • Prepare detailed cost implications for each project by applying best practice Accounting PRINCIPALs.
  • Monitor project spending against the milestones.
  • Document all projects in Aerodrome Engineering and Development.
  • Develop detailed specifications on each project for use in monitoring and evaluation and sourcing of funding.
  • Monitor projects against the documented milestones.
  • Work with contractors to ensure that they fulfill the conditions of the approved contracts.
  • Ensure full compliance with the Procurement and Disposal of Assets requirements.
  • Participate in project evaluation by monitoring project milestones and prepares progress reports and early warning when projects are falling behind agreed schedules.
  • Maintain accurate and up-to-date records and information on all projects.
  • Human Resources Management
  • Participate in the attraction, retention, development and motivation of staff in your section.
  • Coordinate preparation of section work plans, assign tasks and delegate responsibility and authority within the section.
  • Identify the continued training and development needs of section staff.
  • Ensure timely completion of tasks assigned to staff under this role.
  • Qualifications, Skills and

Experience

  • Essential
  • in either;
  • Civil engineering, mechanical engineering, or electrical/electronic engineering practice, three (3) of which should have been obtained at a technical officer level in a reputable organization.
  • AGE: 30 to 55 years.
  • Must be a member of Uganda Institution of Professional Engineers (UIPE) and registered with Uganda Engineer’s Registration Board (ERB).
  • Leadership Training.
  • Knowledge
  • Knowledge of relevant ICAO SARPs.
  • Knowledge of Engineering software like CAD and Project Management software.

  • The candidate must be able to demonstrate the following;
  • Strong problem-diagnosis and problem-solving skills.
  • He/she must be a very adaptable and resilient person.
  • The candidate should have excellent oral and written communication, and presentation skills.
  • He/she should have strong conceptual and analytical skills with attention to detail.
  • He/she should have good Interpersonal relationship and networking skills.
  • He/she should have a high level of emotional intelligence.
  • The candidate should embody the UCAA core values and be able to influence the desired behavior.
  • He/she should have the ability to negotiate with high-profile stakeholders.
