Summary
CARE seeks a Technical Advisor (TA) – Women, Girls, Protection and Advocacy to provide technical support on women’s and girls’ protection and advocacy across Result Areas 1 and 3. RA1 promotes positive norm change through EMB, SAA, and GBV approaches. RA3 strengthens women’s and girls’ capacity to claim their rights through advocacy, capacity development, and the Community Score Card. The TA supports WLOs, provides guidance, engages stakeholders, co-leads advocacy on Women, Peace, and Security, and social accountability. The role is field based, with 50% travel to project locations.
Key Duties and
Responsibilities
Job Responsibility 1: Provide technical support to implementing partners on gender, GBV and social norms change in the community-35%
Provide TA to project partners on the implementation of GEAR’s Behaviour Change and Communication Methodologies (EMB and SAA) towards reducing acceptance of Violence against women in the targeted communities.
Provide TA to partners on the implementation of Social Analysis and Action (SAA) to community structures on shifting negative social and gender norms and re-enforcing positive ones.
Conduct capacity needs assessment and development actions for partners on women and girls and provide tailored training, mentorship and support, including development of tailored training and BCC materials.
Provide technical leadership to partners on implementation of GBV prevention, mitigation and response interventions including case files management, referral pathway, data entry into the National GBV MIS, organizing case conferences, participating in DCC and coordination meetings.
Job Responsibility 2: Community-led and evidence-based advocacy-35%
Provide TA to partners and advocacy groups on tabling advocacy issues to respective duty bearers, follow up on actions, and documentation of advocacy wins.
Provide technical support in the implementation and institutionalization of policy dialogue at partners level in strengthening evidence-based advocacy.
Work in alliance with Civil Society Organizations (CSOs), particularly with Women Led and Women Rights Organizations, women Activists, advocacy groups, Community Based Trainers, youth, refugee led organizations, and Community Based Organizations (CBOs) to advocate on identified issues including at community level..
Develop and disseminate advocacy briefs, position papers, as required for different advocacy interventions.
Contribute to the implementation of CARE Uganda’s Country Advocacy Strategy and the advocacy pillar of the Great Lakes GBV Impact Growth Strategy.
Support the monitoring of the enforcement of the 3rd National Action Plan (NAP) on UNSCR 1325, UNSCR 1820, the Goma Declaration and its localization in Gulu city, Arua city, and Terego district.
Support and build on social accountability mechanisms like Community Score Cards for citizens and refugees to hold their leaders accountable on the enforcement of the relevant policies and frameworks.
Plan and implement advocacy related media campaigns including relevant capacity development for media, media activities such as investigative journalism, social media campaigns among others.
Job Responsibility 3:Networking and collaboration and Promote Gender Equity and Diversity & Safeguarding Practices -20%
In coordination with the Senior Technical Advisor – Women and Girls program Lead, Represent CARE Uganda and the Project in relevant gender, GBV and advocacy forums, including collaboration with relevant Civil Society Organizations in advancing gender and advocacy issues.
Establish and maintain networks and alliances with local, national, and regional (in collaboration with Great Lakes team) advocacy/coalition organizations and participate in relevant local, national, and regional gender/advocacy working groups and networks.
Contribute to the production of local, regional, and international advocacy materials and messages, as well as learning briefs, in close cooperation with the STA/Team Lead, and CARE Austria.
Provide TA in identifying and implementing initiatives that enhance CARE’s commitment to gender equity and diversity.
Adhere to CARE Safeguarding policies and procedures, Protection from Sexual Harassment, Exploitation and Abuse and Child Abuse, the anti-discrimination and harassment policy, The code of conduct and the organizations values are always adhered to.
Responsivity 4: Monitoring, Evaluation, Accountability and Learning-5%
Contribute to documentation of learnings, achievements, and knowledge in regard to gender, GBV and advocacy work in the project and ensure these are measured in CARE’s Advocacy Impact Measurement tools and are reported into PIIRS.
In conjunction with implementing partners, monitor and document the quality of implementation of gender, GBV and advocacy interventions ensuring that data is tracked by age, gender, location, and vulnerability including disability.
Contribute to the review of MEAL systems with keen attention to gender and advocacy indicators and support partners staff to monitor and track progress.

Qualifications, Skills and
Experience
- A relevant post graduate degree in Gender, GBV, Women Studies, Social Sciences, Humanities, Law, Human Rights or International Development is a Must.
- Desired: Bachelor’s degree in Gender, Women Studies, Social Sciences, Humanities, Law, Human rights, or international Development.
- Experience/ Technical Skills
- 7 Years of Practical
- in advancing gender, GBV and advocacy initiatives, displacement, refugee rights, and women’s social and economic rights.
- in capacity development on gender, GBV and advocacy processes and tools.
- Excellent Advisory skills, teamwork, networking, communication, and collaboration skills with a wide range of actors, both within the CARE International network, including CARE Austria, the Great Lakes team, the CARE International gender and Advocacy team.
- Experience/ knowledge of international development and relevant humanitarian frameworks, refugee rights, preferably in Uganda.
- Ability to network, build relationships and establish collaboration with different partners, agencies local and international networks.
- Ability to link with community activists and social movements and experience/ understanding of Engaging men and Boys, CSC and SAA methodologies is an asset.
- Desired
- Strong commitment to Gender Equity and Diversity (GED).
- Strong inter-personal communication and facilitation skills
- Excellent ICT user skills including working knowledge and application of Artificial Intelligence in humanitarian and development work.
