Job Summary:
The Advisor will contribute to UNDP’s strategic engagement with bilateral and multilateral development partners to strengthen resource mobilisation in Uganda. H/she will provide strategic donor intelligence and build and sustain partnerships with Development Partners, the Private Sector, Civil Society, and the UN system. The Advisor will also support the development, regular updating, and implementation of the CO partnerships and resource mobilisation strategy, tools, and procedures, while providing strategic guidance to senior management on integrated HDP initiatives, strategies, responses, and changes in the broader HDP context.
Key Duties and Responsibilities:
Lead strategic guidance and advice for the country office’s programming and delivery on the Humanitarian, Development and Peace nexus approach
Lead development of new opportunities for HDP work including at the level of policy and programming within the context of the Country Programme, the United Nations Sustainable Development Cooperation Framework (UNSDF) and other strategic frameworks;
Provide advice on identifying entry points to HDP nexus in order to achieve a mixture of short-term, medium-term and long-term results which produce tangible improvements to cross-section of interrelated issues at local and national level;
Provide strategic guidance and advice to national HDP institutions and actors on policy issues: strategic planning, research and monitoring and evaluation, including key performance indicators, strategic plans for various organizations and research into various issues which impact on institutional performance;
Provide strategic guidance and advice to UNDP Senior management on the ongoing support to integrated HDP initiatives, on strategies, responses and changes in the broader HDP context;
Provide support to Governance, Peace and Security Unit in its programs and activities.
Lead strategic advocacy and partnership development
Build, coordinate, and maintain strategic relationships with key partners and donors across government, diplomatic missions, civil society, academia, private sector, and the UN system.
Set and monitor annual partnership priorities, goals, and KPIs, while advising management on effective partnership-building and positioning strategies.
Analyze donor trends, policies, and financing instruments to identify emerging opportunities, risks, and implications for UNDP Uganda and advise senior management accordingly.
Maintain donor profiles and intelligence, identify funding opportunities, and support efforts to influence donor budgetary and funding decisions.
Support the development and review of donor agreements, funding proposals, and concept notes, including opportunities for additional non-core resources.
Ensure advice and support to mobilization of core and non-core resources
Develop and implement donor-specific resource mobilisation strategies, identify funding opportunities, and support negotiation and management of donor agreements and funding portfolios.
Analyze donor trends, policies, ODA priorities, and funding cycles to identify and leverage core and non-core resource opportunities.
Support and advise senior management and programme teams in developing quality proposals, joint programmes, and strategic initiatives aligned with UNDP priorities and donor interests.
Strengthen internal resource mobilisation capacity through technical guidance, tools, procedures, training, and engagement with strategic partners and donors.
Provide Oversight to the CO Communications Team and Lead CO Knowledge Management Initiatives
Working with relevant teams, support Coordinate the submission of high quality and timely reports to Donors: Maintain systems to promote compliance with the terms of grants and agreements, across the region;
Provide technical support to programme managers for the preparation of high quality and timely donor reports; and Coordinate with the Team leads or their repse Monitoring and Reporting Analyst for the collection of information and preparation of results-based reports for external constituencies.
Support the preparation and timely submission of high-quality, results-based donor reports; maintain systems to ensure compliance with grant and agreement requirements; and provide technical support to programme managers and teams.
Contribute to knowledge products, knowledge networks and communities of practice, and promote organizational learning on the peace-development nexus, partnerships and resource mobilization.
Organize regular meetings and engagements with donors to foster knowledge and experience sharing, while monitoring emerging issues and risks that may affect partnerships and resource contributions.
Work closely with the Communications team to develop and disseminate informational and visibility materials, promote campaigns, and communicate project results to donors, government, private-sector and other strategic partners, including through social media.
Develop and deliver Country Office capacity-building initiatives on donor reporting and UNDP-donor cooperation, and implement strategies for policy dialogue, outreach, partnership development and resource mobilization with donors in coordination with the RBA Directorate and Strategy and Partnerships Team.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The HDP Nexus and Partnerships Advisor will work under the supervision of the Resident Representative.
As a senior position within the Country Office, the incumbent will provide strategic oversight of compliance and quality assurance in accordance with established UNDP standards, particularly in engagements with internal and external stakeholders, while safeguarding the integrity, confidentiality, and protection of organization’s data and ensuring adherence to applicable compliance UNDP requirements.
Qualifications, Skills and Experience:
Education
Advanced university degree (master’s degree or equivalent) in International Development, Economics, Business Administration, Political or Social Sciences, or related field is required, OR
A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience
Minimum of 7 years (with master’s degree) OR 9 years (with bachelor’s degree) in development cooperation or a relevant related field is requiredincluding at the country-level.
Demonstrated expertise in donor engagement and development cooperation.
Demonstrated track record in resource mobilization for country and regional programmes.
Desired skills
Experience in strategy development and donor and UN partnerships/public relations at the international level; specialized experience in development financing and/or South-South cooperation an asset.
Experience in partnership management, resource mobilization, external relations, advocacy and engagement, programme management is an asset.
Track record of successful engagement and direct experience of strategic engagement with the donors is an asset.
Outstanding analytical capability ability to position UNDP politically and strategically, and knowledge and competency to shape corporate policy is an asset.
Proven oral and written communications skills and demonstrated presentation and facilitation skills/experienceStrong teamwork experience and proven ability to work in a complex multi-cultural environment is an asset
